New Mexico has a rocky gambling past. When the Indian Gaming Regulatory Act was passed by Congress in 1989, it looked like New Mexico might be one of the states to get on the American Indian casino bandwagon. Politics guaranteed that wouldn't be the situation.

The New Mexico governor Bruce King assembled a working group in 1990 to negotiate a contract with New Mexico American Indian tribes. When the panel came to an agreement with 2 prominent local tribes a year later, Governor King declined to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it seemed that Amerindian betting in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Indian tribes, anti-gambling forces were able to tie the accord up in the courts. A New Mexico court ruled that Governor Johnson had out stepped his bounds in signing the compact, thereby denying the state of New Mexico hundreds of thousands of dollars in licensing revenues over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico legislature, to get the process moving on a full contract between the Government of New Mexico and its Indian tribes. A decade had been lost for gaming in New Mexico, including American Indian casino Bingo.

The nonprofit Bingo industry has grown from 1999. That year, New Mexico charity game operators acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Non-profit Bingo earnings have increased constantly since then. 2005 saw the biggest year, with $1,233,289 earned by the providers.

Bingo is certainly beloved in New Mexico. All types of operators look for a slice of the action. Hopefully, the politicians are done batting around gambling as a key factor like they did back in the 1990's. That's without doubt wishful thinking.
